To further sanction Russia's metal exports, the European Union has decided to ban the direct or indirect import of steel products originating from Russia starting from October 1. This also includes steel products processed in third-party countries using Russian steel raw materials.
II. The Importance of MTC Certificates
The EU Customs will conduct strict inspections on all goods declared under HS codes such as 7323 and 7326 that contain metal. To certify that the source of the product materials is not from Russia, all metal-related products imported into the country must provide an MTC (Material Transfer Certificate).
There are two types of MTC certificates:
Manufactory Test Certificate:Product certification issued by the manufacturer. Material Test Certificate:It can be issued by the manufacturer or by other testing agencies.
If the company is unable to provide the MTC certificate, customs may request the following supporting documents:
1. Invoice 2. Packing List 3. Quality Certificate (CE Certificate) 4. Long-term Supplier Declaration 5. Documents proving costs and documents from the manufacturer 6.Export ClearanceSingle 7. Production Instructions for the Factory 8. Sales Contract
It is worth noting that the customs does not accept non-preferential COO.Origin CertificateThe book serves as supporting documentation.
III. Impact on Enterprises
This new sanction undoubtedly imposes higher entry barriers for metal products imported into the EU. Enterprises must exercise stricter control over the sources of raw materials for their products and ensure the authenticity and completeness of all supporting documentation.
